BGC is an Iraqi company based in Iraq, we strive to award contracts to Iraqi suppliers whenever possible to build long lasting sustainable partnerships.

BGC maintains a sustainable Local Content philosophy, where 100% of our implementation (construction) contractors are local companies employing more than 3000 Iraqis. In addition, more than 3,500 Iraqis are employed indirectly through our projects. 

In a statistic that we’re proud of, but committed to improving, more than 50% of one-off purchase orders, we issued were to Iraqi-registered companies.

To support local companies who want to work for BGC, we provide training support to raise awareness of our contracting policies, standards, and expectations. We help local companies explore areas of synergy or potential partnerships with foreign and Iraqi companies to develop their capacity in work areas of interest for BGC.

When needed, we provide potential Iraqi suppliers and contractors with training and coaching to fill any gaps in their capabilities, such as in the standards BGC expects in health, safety and the environment. This helps local companies also find work with other oil and gas companies in Iraq too, to the benefit of the industry and broader economy.

 

BGC operates a fair and transparent procurement process. 
Our aim is to provide potential suppliers with equal opportunity to meet BGC’s technical and commercial requirements.

Our guiding principle is that neither our reputation nor our vendor’s reputation would be impugned if the full details of any award process were to become public knowledge.

The Contracting and Procurement Department is the custodian of BGC’s supplier sourcing process. Technical evaluation is performed by the relevant department of the business with input from subject matter experts. Commercial evaluation is led by the Contracting and Procurement Department.

All contracts over a certain sum are only awarded with the consent of our Tender Committee, which comprises members of our Management Team.

Competitive tendering is the preferred option for selecting suppliers and contractors. Single source contracting and procurement requires will only be considered with sound justification and support from the Tender Committee.

We select potential suppliers to invite to bid for opportunities based on lists maintained by the Contracting and Procurement Department, the vendor database maintained by the vendor management team led by Shell Iraq, and our own research on potential suppliers.

The BGC Business Principles provide a simple and consistent framework of our expectations for all our suppliers in the areas of:

(i) Business Integrity, (ii HSSE, (iii) Labour conditions and human rights, and (iv) Social performance.

We encourage potential suppliers to register with us as vendors.

Please note that neither BGC personnel nor any agent working on our behalf will require a supplier to pay in order to be considered for registration, tenders, contract awards or extensions. If any such request is made, the matter should be reported. Please refer to the following documents:-

  • Upon cargo readiness, supplier to send DSV commercial shipping documents.
  • Commercial shipping documents include:
    1. Commercial Invoice
    2. Packing list
    3. COO
  • Panalpina will check the documents and will advise supplier if any changes needed.
  • Upon confirmation of final documents, Panalpina will arrange for BV inspection
    1. If cargo is regulated, technical data of items required from supplier
  • Upon receipt of BV certification, collection will be arranged for shipment into Iraq

Dangerous Goods

  • Upon cargo readiness, supplier to send Panalpina commercial shipping documents.
  • Commercial shipping documents include:
    1. Commercial Invoice
    2. Packing list
    3. COO
    4. MSDS
    5. Pictures and material catalogue
    6. Passport copy of authorized person
    7. Trade License and company registration copy
    8. Technical data sheets
    9. DG Packing applicable incl. proper labelling according to IATA/IMDG standards.
  • DSV will check the documents and will advise supplier if any changes needed.
  • DSV will pass the final documents to BGC for Import License Application
  • Upon confirmation of final documents, DSV will arrange for BV inspection
    1. If cargo is regulated, technical data of items required from supplier
  • DSV will arrange for collection when IL and BV certification is in place.

Goods Subject To Import License

  • Some items are subject to import license.
  • Upon cargo readiness, supplier to send DSV commercial shipping documents.
  • Commercial shipping documents include:

  • DSV will check the documents and will advise supplier if any changes needed.
      In case of regulated items, technical data to be provided for DSV to proceed BV inspection in the HUB
  • Upon confirmation of final documents, DSV will arrange for collection
